  4. A certificate of authentication is attached to documents intended for countries that are not party to The Hague Convention. 
  5. There is no further consular or diplomatic legalization required for apostilles, whereas the US department of state initially processes the certificates of authentication before sending them to countries that are not party to The Hague Convention. 

Signature Notarization

Electronic notarization is not recognized by the state of Delaware. At Rai’s Apostille Service in Delaware, most of our staff members are Delaware notaries. If you want a non-Delaware issued document notarized, you will have to visit our office. After being notarized, we can submit it to the state of Delaware for an apostille.
